City of Portland
Portland’s Climate Action Plan (CAP) is a strategy to put Portland and Multnomah County on a path to achieve a 40 percent reduction in carbon emissions by 2030 and an 80 percent reduction by 2050 (compared to 1990 levels). The Plan was adopted by Portland’s City Council and Multnomah County’s Board of Commissioners in October of 2009.
